Separation Treaty

The Provisional Government of Padania is authorized to implement the Declaration of Independence and Sovereignty of Padania. This implementation will be preceded by a formal offer to the Italian government to negotiate and sign a Separation Treaty. The treaty negotiation will be carried out by the Provisional Government of Padania on the basis of the negotiation position prepared by it.
The deadline for the treaty negotiations is 15 September 1997. After that date, the Declaration of Independence and Sovereignty will be in full force and Padania will become an independent and sovereign Federal Republic in all effects.
The Committee for the Liberation of Padania may declare the suspension of the treaty negotiations described in section 2.

Territory

The Federal Republic of Padania comprises the following Regions: Emilia, Friuli, Liguria, Lombardia, the Marche, Piemonte, Romagna, Sudtirol-Alto Adige, Toscana, Trentino, Umbria, Valle d'Aosta, Veneto, and Venezia Giulia.

Flag and Anthem

The Padanian flag is the 'Sun of the Alps' consisting of six petals within a circle of Celtic green on a field of white.
The Padanian national anthem is Va' Pensiero by Giuseppe Verdi.

Citizenship

All European citizens residing in Padania for five years from the date of this Provisional Constitution acquire Padanian citizenship. Padanian citizenship is compatible with citizenship of other European Union countries.

Currency

The Padanian Lira will become legal tender in Padania.
The Provisional Government of Padania will decide on the exchange rate relationship with the Italian Lira and other currencies.

International Recognition

The Provisional Government of Padania is authorized to seek international recognition of Padania in the European Union, the United Nations, and every other democratic government. The Provisional Government of Padania is also charged with the task of guaranteeing Padania's participation in the institutions of the European Union and Padania's admission to the United Nations Organization and other international conferences deemed suitable.

Continuity of Treaties, Acts, Agreements, and Contracts

Padania assumes the obligations and enjoys all rights prescribed by international treaties, conventions, and agreements of which Italy is a signatory as of the date of accession of Padanian sovereignty. The administrative acts approved by local governments, regions, and other agencies of the Italian State until the date of accession of Padanian sovereignty remain valid.
Agreements and contracts stipulated by the Italian State and its agencies before 15 September 1996 and in force in Padania on the date of accession of Padanian sovereignty will remain in force substituting, if necessary, the Provisional Government of Padania for the Italian State. Agreements and contracts concluded after 15 September 1996 will remain effective only upon ratification by the Government of Padania within one month from the date of accession of sovereignty.

Public Functions

Judicial and all other public functions may be carried out only by the citizens of Padania.
Within 90 days of today's date, the Provisional Government of Padania will establish transitory measures for determining the subjective and objective conditions for accession to the public administration system of Padania.

Transitory Provisions

Until the date of accession of sovereignty, all juridical, economic, and social relationships within Padania will be upheld by the laws and regulations of the European Union and the Italian State and will be in force on the territory of Padania in so far as they are compatible with this Provisional Constitution.
The legal provisions of the Italian State will remain in force until they are modified, substituted, or abrogated by the Government of Padania. The Provisional Government of Padania may at any time modify, amend, or integrate this Provisional Constitution as is deemed convenient and necessary.
